בשנת 1992 קיבלה הכנסת שני חוקי יסוד העוסקים בזכויות אדם - חוק יסוד: חופש העסיוק, וחוק יסוד: כבוד האדם וחירותו - במהלך שזכה לכינוי "המהפכה החוקתית". מאז ועד היום אין במדינת ישראל רגע דל. בית המשפט העליון קבע בפסיקתו כי חוקי היסוד הניחו תשתית לחוקה המשמשת בסיס לביקורת שיפוטית של חוקים ולפסילתם במקרים מתאימים. התפתחויות מרעישות אלה משנות את מאזן הכוחות הפוליטי בישראל ומעוררות ויכוח ציבורי נוקב. ספר זה מבקש להציע הערכה ביקורתית של תהליכים אלה ושל השלכותיהם העתידיות. הספר נחלק לשני חלקים: החלק הראשון עוסק בתיאור והערכה של המהלך החוקתי בישראל מקום המדינה ועד היום, תוך הדגשת השלכותיה החשובות של המהפכה החוקתית; החלק השני צופה פני עתיד ובוחן כמה חלופות אפשריות להשלמתו של המהלך החוקתי. הספר מיועד לקוראים המשכילים המתעניינים בחיים הציבוריים במדינת ישראל, ולאו דוקוא למשפטנים או לאנשי מדע המדינה בלבד. ד"ר גדעון ספיר הוא מרצה בכיר בפקולטה למשפטים באוניברסיטת בר-אילן, מומחה למשפט חוקתי, לתיאוריה חוקתית וליחסי דת ומדינה.
